UK Councils Plan to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a latest survey of local authorities, English councils are planning to offload community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils for second-tier cities in England reported that six out of ten of councils are intending to sell assets to meet the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling public land and land to shore up their finances, but they argue they must continue to generate essential revenue from asset sales or face insolvency.

The group said that a high proportion of councils attempting to generate funds from a quick sale of holdings represented “a clear change from 2024, when the largest share (six in ten) of municipal officials said they would focus on service redesigns and using savings to weather growing fiscal pressures.”

Specific Examples of Proposed Sales

One local authority in southeast England announced its asset disposal plan included the sale of a shopping centre in Rainham and a social club in another town to raise £20m over five years.

  • Gillingham golf club and business parks owned in two English counties, which all provide rental income for Medway council, will also be disposed of under the plan.

Local Levy Rises and Wider Financial Strains

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will need to raise council taxes next spring to address the growing cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

The authority explained it will proceed with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting creative strategies but certain measures require time to achieve both improved services and financial savings,” stated a council leader.

He added: “We face population challenges which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of regional authorities recently also found local finances being stretched by the growing number of children and older individuals needing Send support.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to cope with increased demand.

Government officials have put off planned reforms to the special educational needs framework until next year after a white paper setting out those changes was recently delayed.

Disadvantage and Funding Gaps

According to the most recent indices of deprivation (IMD) covering UK local authorities, several key cities members were included in the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest deprivation indices,” said the study.

“Although only a single urban area is in the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of the nation. The figures highlights the scale of difficulties facing municipal officials across key cities in the coming year,” the report concluded.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that accounts for and responds to the real levels of disadvantage and need,” said a council leader.

“Without this, local authorities will persist to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of local authorities have reduced or weakened social care provision in the last year, the survey found.
