American senators are working through the weekend for the initial time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to diminish as Republican senators floated a proposal toxic to Democrats: eliminating the ACA, known as Obamacare.
Deepening Consequences of Federal Closure
The effect on Americans from the lengthiest shutdown of the US government in history worsened on Saturday, as federal workers went unpaid, carriers were compelled to ground planes and SNAP benefits have been delayed for 42 million Americans.
Trump's Proposal from Florida Resort
As weekend meeting got started, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by health savings accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Endorsement
Several Republican senators welcomed the plan, which is comparable with a replacement for Obamacare put forward in 2017.
"We will replace this broken system with something that is truly better for the consumer," one senator said.
Another senator commended Trump's proposal on online platforms, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator posted in response to Trump's proposal. "We must stop public funds from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."
Democratic Reaction
Opposition lawmakers shared alarmed responses to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by voters and Congress."
Another senator reacted to the censure of carriers by posting: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Really? In that case I applaud your support for Medicare for All."
Ongoing Talks
The Senate went into recess without finding a resolution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a small group of moderate Democrats to terminate the closure in return for a later vote on the Obamacare subsidies.
One Democratic senator, who is leading the talks among moderates, said that Democrats "need another path forward" after Republicans rejected an offer to restart the government and continue the payments for a year.
Another leading Democratic lawmaker continued in maintaining that Republicans should accept a one-year extension of the subsidies before negotiating the long-term of the subsidies.
"Inaction is derelict because people will go bankrupt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress fails to act."
Partisan Situation
None of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same carriers, or that Republican legislators need the support of several Democrats to reopen the government, and the concept of repealing and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Several analysts indicated that the core of such a plan would eliminate the ACA's requirement that insurance companies cover patients with pre-existing conditions.
After his resort visit, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the plan that failed to garner enough support in 2017.
